Selfish Stability

You might say that the tragedy at Tall Oaks was a result of two opposing forces finally coming together: On one side was President Benford, who's decision to reveal the truth behind the Raccoon City was very much motivated by his desire for "change", and on the other was Simmons, and by extension the Family, who above all else supposedly strive for "stability" in the world.

As far as I'm concerned, while I can maybe understand Simmons' personal idea of global stability as a basic concept, it's hard to see his and the Family's practical implementation as anything but a self-serving kind of "stability".
